Meeting called to order by Chair C. Goldsmith at 3:02 pm.

ESC Business:
- Approval of Feb. 9, 2024 ESC Retreat Minutes and March 14, 2024 CSJVK16 Meeting Minutes (Action: M/S/A to Receive and File): Motioned by M. Delgado (FLDUSD). Seconded by M. Snell (CTFF). Motion carried.
Brand Narrative a & Taglines: ESC Presentation & Discussion:
- FCM Presentation and Facilitated Discussion to Seek ESC Input: Goal for today is to further discuss and get board input regarding Collab Brand Narrative & Taglines. What are the commonalities that we can use to develop our brand narrative and taglines? Based on the data and segmentation strategies, three themes have been identified that would appeal to ALL market segments:
- Finding your way with the right roadmap.
- Career exploration made simple.
- Diverse people have unique journeys.
Feedback shared with FCM:
- M. Delgado (FLDUSD): Feels Theme 2 resonates with school age and college seekers.
- M. Salazar (UC Merced): Feels Theme 2 will resonate with most market segments. Liked #3 tagline.
- A. Ramriez (CVHEC): Torn between #2 and #3. Not sure exact words like “diverse” in #3 will resonate with the high school student audience. Likes #3 taglines.
- M. Her (FUSD): Theme 3 for the tagline Explore It. Achieve it.
- C. Huebert (Futuro Health): Theme 3 for our population (sic adult learners). Feels can apply across all audiences. Likes domain from Theme 2. Can we incorporate it into Theme 3?
- J. Buckley (Reedley): Traditional marketing techniques in Theme 2 will resonate with adult and college students. Will high school students be able to understand complex language? What about middle school audiences?
- M. Snell (CTFF): GPS comment resonates. Feels that it indicates full and ongoing support along the journey.
- C. Shands (FCM): Will take feedback and create focus guides for the focus groups and then return to present on the findings from the focus groups.
- C. Goldsmith (SCCCD): What are the next steps and timeline?
- C. Shands (FCM): Over next 6 weeks form and start focus groups while simultaneously completing comms audit.
3.0 Proposal Pitches:
- No 3.0 Submission Proposals received
- Recommendation considerations for the programming of unawarded funds (approx. $1,246,000)
- Identification of uplifting practices not currently identified (i.e. Partnership convening of leadership and program leads; professional development paid for by the FMK16C;3rd party contracts for regional support of an identified initiative) (25%)
- Partial allocation to administrative costs of the FMK16C/CSJVK16P (i.e., in preparation of No Cost Extension) (50%);
- Funding of a third party audit, if desired (25%)
- Discussion on keeping options open and not specifically programming these funds right now.
- Action: No motion needed. Discussion to be continued (no timeframe provided).
Executive Director Report:
- OPSC Announcements on Pathways and Food: Collaboratives will not be penalized for inability to completely meet the implementation definition by June 30, 2024. However, CSJVK16P will demonstrate that the Education Pathway has been implemented per the OPSC definition for the Q4 report to OPSC. Beginning July 1, 2024, food expenses will be allowed for non-student related events that are part of the Partnership work. OPSC will not be pursuing no-cost extension this year due to current State budget constraints.
- Meeting with the Governor’s Office (Ben Chida) and OPSC: Strong support for the collaboratives from the Governor’s Office.
- Encouraged folks to nominate themselves or others for the Education Master Plan Constituency groups: https://www.surveymonkey.com/r/G6MP37R
- 100% of the ESC VIsion and Commitment Statement is signed
- Quarterly Report Deadline – JULY 14, 2024
