Opening: Meeting called to order by Chair C. Goldsmith at 3:04 pm.

  • Approval of February 24, 2023, and April 14, 2023, Meeting Minutes. (M/S/A): No vote due to lack of quorum. Thirteen (13) members/proxies present; fifteen (15) needed for quorum.  Electronic ballot sent out to the ESC on June 12, 2023, to vote on these items. Twenty-one (21) of the twenty-nine (29) members responded; minutes were approved per electronic vote.
  • Regional K-16 Collab Grant: Priority Focus Areas for Projects, Round 2: Reported on the Ad Hoc Committee’s meeting to brainstorm ideas to identify possible focus areas for round 2 of Regional K-16 proposals for ESC consideration. Major takeaway from the ad hoc meeting was focus on bringing more college to work, e.g. “learn and earn” or “earn and learn” and connecting more with job training and work based learning (ad hoc meeting notes: Outcomes & Recommendations). Pending ESC approval, the work-based learning (WBL) focus area will be highlighted in the grant application; proposed projects intentionally designed around this priority focus area would receive bonus points in the review scoring process.   Application to be released sometime in the summer or early fall for an anticipated September [(sic) actual submission deadline, October 1, 2023] submission. Contract will be retroactive to July of the first school year.

    Electronic ballot was sent out to the ESC on June 12, 2023, to vote on these items. Twenty-one (21) of the twenty-nine (29) members responded.  The following was approved per electronic vote: The priority focus area for Regional K-16 Funding, Round 2 projects are projects with a priority focus area revolving around Work-Based Learning (WBL): “LEARN & EARN (or EARN & LEARN) – Bring college to your work, on-the-job-training and WBL.

    Dr. Buckley shared he would like to see if money can be put towards tutoring. Hammerstrom indicated that tutoring could be funded, if it were incorporated into a pathway project; it could not be funded independent of a pathway. Needs to be tied directly to a pathway or for using it as part of WBL.
  • Fresno-Madera K-16 “Heritage” Funding: 7 applications were received and reviewed by both internal and external reviewers. 2 projects did not make the 70% cut score. Staff share how projects were reviewed and scored. Submitted projects were reviewed and scored against the grant rubric.  Projects MG1, MG2, MG5, MG6 and MG7 were reviewed and scored by two (2) to three (3) external reviewers and three (3) internal reviewers. Projects MG3 and MG4, which are FMK16C-submitted projects, were reviewed and scored only by three (3) external reviewers. There was not a cut score established for this grant process.

    Staff presented that the lower scoring projects could be approved with additional metrics and a clearer understanding of their projects. Because project submissions were limited to 500-word narratives, project details were at a minimum making it sometimes difficult for the reviewers to fully grasp the project concept.  The ESC members generally supported the projects with the understanding that the projects – especially the lower scoring projects – would require additional project information prior to contracting to make them stronger projects.  Staff will meet with applicants to obtain needed information and help them develop clearer or additional metrics, as applicable.

Project Slate:

  • After project awards, there is an unencumbered balance of $380K remaining in “Heritage” funding. Staff presented to the ESC members two options for consideration for the remaining $380K not encumbered by the Project Slate (Figure 3) above.
  • Option 1: Create and Issue a Request-For-Proposals (RFP)for FMK16C for Programmatic Marketing Campaign and Student Outreach to Bring Awareness to the K16 Opportunities for Student Success in Career Pathways, Early College Credit, and Certificates/Upskilling Programs Across the Region.
  • Option 2: Issue another project solicitation for 1-2 project awards (this would overlap with the issuance of the next round of Regional K16 grand funds project solicitations).

    Discussion: The ESC members expressed support for both options.  However, the leaning was toward Option 1 with the hopes that marketing would be done in multiple languages and engage groups such as GO Public Schools Fresno.

  • Director Updates/Old Business: 
    • Reporting: Narrative and Data Reports are due Friday, July 14, 2023. Narrative template has been updated this reporting round and both may be found in the project Google Drive folder.
    • Pending Round 1 Applications:  UC Merced and UCSF are expected to  resubmit within the next few weeks.  FPU –  Per OPSC, FPU can receive funding in the context of the Dual Math Bridge Project, however, we are still awaiting official written notification from OPSC.  SCCCD’s supplemental application is still outstanding.
