- Welcome & Introductions: Vice Chair S. Jiménez-Sandoval welcomed attendees.
- Approval of August 19, 2022, meeting minutes: M/S/Approved: Motion by J. Buckley (Reedley). Second by C. Massetti (MCSS). Motion passes.
- Regional K16 Collab Grant Update:
- Overview of Applications: Executive Director Hammerstrom shared an overview of applications received, funding requested, and project rankings. 18 reviewers completed 145 reviews of the 23 projects submitted (average 6.3 reviewers per application). 23 applications submitted included 5 across the CERF, 9 Fresno-Madera, and 9 Tulare-Kings with 2 in Business, 7 in Education, 1 in Engineering/Computing, 7 in Health, and 6 in Overarching Recovery With Equity. Total funding requested across all projects was $12,929,507 and it is anticipated that $11,194,988 would be funded based on maximum amounts previously established per institutional type and region. The FMK16C ESC is responsible for considering 14 projects for Fresno-Madera and across the CERF while TKCCC is responsible for considering the 9 Tulare-Kings projects and funding levels.
Discussion regarding Fresno-Madera and across the CERF projects at or above cut score of 70%, projects below cut score of 70% and funding levels. All projects regardless of score will be required to submit supplemental information, if applicable, prior to being forwarded to contracting. 10 of 14 were at or above the cut score of 70% while 4 of 14 were below. Combined funding requests received from UC Merced and UCSF Fresno exceed the previously established $1,450,300 budget maximum for UC: Four Year+ Public Institutions Serving across CERF Region.
ALL PROJECT RANKINGS
- Projects Recommended for Approval: M/S/Approved: Motion by J. Sánchez Muñoz (UC Merced). Second by J. Buckley (Reedley). Motion passes. Projects at or above the cut score of 70% are approved (2-7, 60-62); projects below the cut score of 70% will be allowed an opportunity to resubmit their applications for reconsideration (1, 8, 9,11); and the decision on how to award the UC-designated funds’ projects (11 and 107) will be postponed until the next FMK16C ESC meeting to allow the two institutions (UCSF and UC Merced) time to collaborate on revised scopes of work and budget requests, the remaining projects (2-7, 60-62) are approved at funding levels requested contingent upon lead applicants successfully providing supplemental information and data &/or resubmission for grant program compliance.
Executive Director Hammerstrom reiterated that all projects regardless of score will be required to submit supplemental information, if applicable, prior to being forwarded to contracting by 1/10/2023. For the 4 projects below the cut score, they may submit their resubmission by 1/31/2023. FMK16C team will send feedback to the 4 projects below the cut score the week of 12/5/2022; project leads of projects above the cut score may request their feedback by sending an email to K. Hammerstrom. FMK16C team will send supplemental information requests for all projects by 12/16/2022.
- Executive Director Hammerstrom recommended the creation of the Ad Hoc Committee for Program/Project Recommendations for the Unencumbered Fresno-Madera K12 & Community College and 4-Year Private Nonprofit Funding Allocations for Regional Benefit. Call made for committee membership. Tracie Scott-Contreras, WDB of Madera County and Michelle Skoor, Bitwise expressed interest. Additional interested individuals should reach out to K. Hammerstrom.
- Executive Director Updates: 1) Virtual Dual Enrollment Hub pilot project is making progress. 2) Site visit by the OPSC and the Foundation of California Community Colleges will occur on January 23, 2023 – more information will be shared with ESC for optional participation. 3) FMK16C ESC meeting feedback surveys will be completed 1-2 times per year to gather feedback. 4) Pathway Working Groups to resume in February 2023.
- Good of the Order & Adjournment: FMK16C will be closed for the holidays (12/26/2022 – 1/2/2023). Next FMK16C ESC meeting on Friday, February 24, 2023 from 3pm – 4:30pm virtually. The 2023 Central San Joaquin Valley K-16 Partnership Advisory Council meeting will take place on Wednesday, March 1, 2023 from 9am – 11am with both in person and Zoom options.
